im guessing this is a Property Insurance company, if property was destroyed, and the owner of the property claimed the money with the insurance company, can the Insurance company then go and charge the person who damaged the property?

Yes.

It’s called Subrogation.

When the insurance company paid the property owner (their insured) the insurance took over the right to recover payment from the at negligent party who caused the damage.

    Absolutely they not only can but are required to. It is called subrogation. The insurance company will collect not only what they paid out but also attempt to recover the insured’s deductible which will be returned to them if the insurance company is successful. Just because something is covered by insurance should not mean that someone who caused the damage through their negligence should be given a free pass!

    Yes, they can AND DO go after the guy who caused the damage. They have staff attorneys for this.
